Independent examination of draft Plan Strategy

In response to queries raised by the Department for Infrastructure, we have prepared and submitted a clarification document (SUBDOC-083) which is available to view in the LDP Submission Documents Library. A further public notice was been placed in the local press confirming submission of the clarification document.

Following receipt of this clarification, the Department for Infrastructure informed us by letter on the 6th July 2021 that it intended to write to the Planning Appeals Commission to cause an Independent Examination of the Lisburn & Castlereagh City Council draft Plan Strategy.

Documents relating to the Independent Examination are also available for inspection at the Planning Unit, Civic Headquarters, Lagan Valley Island, Lisburn, BT27 4RL, during normal office hours (Monday to Friday 9am to 5pm) by appointment only.

In accordance with Regulation 22 of the Planning (Local Development Plan) Regulations (Northern Ireland) 2015, Lisburn & Castlereagh City Council hereby gives notice that the Planning Appeals Commission (PAC) will commence the Independent Examination (IE) hearing sessions in relation to the Lisburn & Castlereagh City Council Local Development Plan draft Plan Strategy 2032.

Commissioner de-Courcey has been assigned to perform the IE which will commence at 10.30am on Monday 28th March 2022.

These sessions were conducted remotely in accordance with the PAC COVID-19 remote hearing protocol V4 dated January 2022. Details of the matters to be heard and how each session will be conducted are available on the PAC website at www.pacni.gov.uk/lisburn-castlereagh

Planning Act (Northern Ireland) 2011 [‘the Act’] and Planning (Local Development Plan) Regulations (Northern Ireland) 2015

Following the Independent Examination of the Local Development Plan draft Plan Strategy (April – May 2022) the Department for Infrastructure (DfI) issued a Direction on 28 June 2023 under Section 12 (1) (b) of the Act directing Lisburn & Castlereagh City Council to adopt the draft Plan Strategy with the modifications specified in the Direction.

Local Development Plan – Submission of draft Plan Strategy for Independent Examination

We submitted our Local Development Plan 2032, draft Plan Strategy to the Department for Infrastructure on 22nd March 2021. The draft Plan Strategy and all supporting documentation submitted to the Department for Infrastructure can be viewed from the links provided in the table below.
