We have published a report in response to findings following an investigation and decision by the Assistant Northern Ireland Local Government Commissioner for Standards in March 2024. The decision relates to complaints made against a former Councillor dating back to 2017.
The report reflects many improvements that have been made over the last few years. In addition, the council has developed an action plan to help improve awareness of, and adherence to, the Code of Conduct for Local Councillors. The aim is to reinforce the safeguards that exist and further increase transparency relating to decision making with a specific focus on declaration and management of conflicts of interest.
It is hoped that through LCCC’s continuous improvement journey, other councils may benefit from the learning, helping to drive up standards across local government.
Engagement with the Northern Ireland Local Government Association (NILGA) and SOLACE NI is ongoing to share the proposed improvements across the sector.
A report presented to council last week detailed a range of improvements that have already been made as well as additional actions which will be progressed in the coming months.
The focus is on ensuring that councillors act quickly to highlight conflicts of interest, ensuring greater transparency in relation to decision making as well as understanding interventions that can be made by officers and chairpersons to ensure conflicts are managed appropriately.
Lisburn & Castlereagh City Council will continue to reflect on the report and work through the implementation of the improvement action plan.
