A Seymour Hill resident has been sentenced under the Dogs (Northern Ireland) Order 1983 after his dogs attacked and injured a member of the public (Lisburn Magistrates’ Court on 20 August 2024).

The case related to an incident where the accused’s 2 English Bull Terriers strayed from their home before attacking and injuring a member of the public in the Seymour Hill area on 22 August 2023. The injured party required hospital treatment as a result of their extensive injuries. 

Thomas Cowan of 3a Rowan Drive, Dunmurry, surrendered the dogs, however, the matter was brought before the courts due to the seriousness of the incident. 

Cowan was sentenced by District Judge Watters and ordered to pay £500 compensation to the injured party, a £15 offender levy and a 6 month prison sentence suspended for 2 years. He was also given a disqualification order banning him from keeping dogs for the next 5 years. 

Councillor Pat Catney, Chair of the Environment and Sustainability Committee commented, "This prosecution sends a clear message to members of the public that dog control offences will be investigated, and prosecutions taken where appropriate.

“While most dog owners are responsible and law-abiding, those who put members of the public at risk will be dealt with accordingly.
