It has been a different world since we produced the last Statement of Progress in November 2019. This statement highlights how we have worked together to ensure we continue to improve the wellbeing of our citizens through unprecedented difficulties.
However amongst the difficulties we have faced, we have seen significant success and progress. The successes include partnership working, relationship building, increased collaboration and the kindness across our community. Some challenges have also been experienced.
Over the last two years our Partnership has benefitted from participating in the Carnegie UK Trust Embedding Wellbeing in Northern Ireland programme.
Overview of the Lisburn & Castlereagh Community Plan
The Lisburn & Castlereagh Community Plan vision is: An empowered, prosperous, healthy, safe and inclusive community.
The mission for the Partnership is: Working together to deliver better lives for all.
The Community Plan has five themes with associated outcomes, these are:

In terms of the above five themes the key outcomes delivered in 2000/21 are detailed below.

| Theme 1: Children and Young People |
The key outcomes to ensure our children and young people have the best start in life included:
- 18 LAC apprentices moved into employment between 2019 – 2021
- 12 LAC per annum have benefited from the HOPE Education Transition Academy – Literacy and Numeracy Programmes
- 44 LAC children had transition Personal Education Plans completed – from November 2020 to present
- 100% of the 2019-21 Youth Council members have developed skills in planning and coordination; leadership and facilitation; media; co-working; and presentation skills
- 80% of the 2019-21 Youth Council feel they have had influence on decision making
- there has been a 60% increase in followers on Help Kids Talk social media since August 2020
- Help Kids Talk delivered 2,150 resource packs to 41 settings across the Lisburn area

| Theme 2: The Economy |
The key outcomes to allow everyone to benefit from a vibrant economy included:
- SERC offered over 30 different courses and 5 Graduate Programmes where over 50% of graduates have since gained employment
- LCCC has engaged with employers in Lisburn & Castlereagh and provided at least 7 students on work placement within the area
- in 2019-20 Invest NI provided support to 134 businesses in Lisburn & Castlereagh. In the 5 year period from 2016 to 2021
- Invest NI has awarded £35m to 383 businesses in Lisburn & Castlereagh towards business development projects including job creation, research and development or skills development
- 106 businesses have engaged with LCCC to increase digital capacity and knowledge to support business growth and job creation
- 72 businesses were supported though SERC Skills Focus in 2020/21

| Theme 3: Health and Wellbeing |
The key outcomes to ensure we live healthy, fulfilling and long lives included:
- in 2020-21 the total number of participants on the Everybody Active programme was 1,131
- there are 5 foster families that have taken up Vitality membership
- 85% of adults reported that their frequency of taking part in sport or physical activity had increased
- over 80 people attended the Keeping Active at Home online Zoom talks and have received Keeping Active At Home packs delivered to their doors
- before March 2020, 66% of LCCC respondents interacted once a day or more with family, friends or neighbours by phone, in person, email and social media. In the period October to December 2020 this percentage dropped to 52% (Your Age, Your Community, Your Opinion survey 2020)
- 2021 has seen the lowest number of patients on the Dementia Register since 2018 (813)
- 52% of young people think that their mental and emotional health has been affected during the Coronavirus lockdown (NIYLT survey 20/21)
- there were 26 more patients on the mental health register in LCCC in 2021 compared to 2017

| Theme 4: Where We Live |
The key outcomes to ensure we live and work in attractive, resilient and environmentally-friendly places included:
- 173 social housing units were completed in the LCCC area in 2020
- the NI House Price Index (Q2 2021) for Lisburn/ Castlereagh indicated a Standardised Price of £180,067 – the highest in NI
- there were 97 completions (41 Lisburn/56 Castlereagh) of which 6 were active elderly units and 2 were complex needs units
- in LCCC at March 2021 there were 2,441 applicants on the waiting list for housing with 1,747 in housing stress
- LCCC created 1.75 km of new walking routes in an area now called Glenmore Parkland Trail
- the counters at two locations on the Comber Greenway provided an estimate usage of 623,000 in 2020/21 – this was an increase of approximately 280,000 from the previous year

| Theme 5: Our Community |
The key outcomes to ensure we live in empowered, harmonious, safe and welcoming communities included:
- 7 organisations received packs of Volunteers Week merchandise including certificates, pin badges, banners and notepads with downloads available for organisations of certificates, templates for press releases, logos etc
- 17 networking organisations received hard copies of the volunteering opportunity sheets and a further 19 received them in email format for further distribution
- 32 Volunteer Week social media posts on Facebook with a reach of 17,438
- Volunteer Now recruited and supported volunteer involvement at Balmoral Show in September 2021 with 60 ‘Showmakers’ welcoming and guiding visitors throughout the 4 days
