Street trading

If you are wishing to sell goods or offer a service in a street or public place, you must have a valid Street Trading Licence.

There are three types of street trading licence:

  • stationary licence to trade from a designated permanent pitch
  • licence to trade as a mobile trader
  • temporary licence for event

Report an issue with a street trader

If you want to make a complaint or raise an issue about an existing street trader (licensed or unlicensed) please email: ehealth@lisburncastlereagh.gov.uk or phone 028 9244 7300.


Amusement permits

If you wish to operate an Amusement Arcade in our area you must apply for an amusement permit.

Amusement permits are issued to premises that have amusements/ gaming machines with prizes.

When an amusement permit is required

If a premises authorises the operation of gaming machines with a maximum all-cash prize of £25 (delivered directly from the machine) with an age restriction of over 18’s only within our area

If a premises authorises the operation of lower prize gaming machines with no age restrictions on those who can play these machines (maximum prize value £8).

When an amusement permit is not required

You may not need an amusement permit to have gaming machines for:

  • registered clubs
  • bookmaking officers
  • commercial bingo clubs
  • public houses
  • licensed hotels

If you are not sure whether you may require a permit, you can contact the Licensing Department within the Environmental Health Service Unit on 028 9244 7300. 

How to apply for an Amusement Permit

You must be 18 or older to apply for an amusement permit.

Cost of an amusement permit

£250 for gaming machines with a maximum all cash prize of £25 

£32 for gaming machines with a maximum all cash prize of £8 


What you need to include with your application form

As part of the application process, you must submit the following documentation

  • Plans of the premises - for new grant applications only
  • Planning approval certificate - for new grant applications only
  • Public Notice – one newspaper for new grant applications only
  • 2 character references - for new grant and renewal applications
  • A financial reference - for new grant and renewal applications

What happens when we receive your application

The application process may take 6 weeks from the date we receive your application.

We will consult with the PSNI and take any comments they make into account, before issuing the permit. There will be a 28 day consultation period

All new applications must be referred to the Licensing Committee for consideration.

If we receive objections to the application both the applicant and those who object to your application will have the chance to present a case to the committee.

Refusal and Appeals Process

If we refuse an application, applicants have the right to appeal the decision in writing within 21 days to the County Court.  The Courts decision is final.
