Call for Expressions of Interest for industrial land/property suitable for Industrial Hub development
Background
Lisburn & Castlereagh City Council (LCCC) is exploring options to identify and secure a suitable site for the development of a modern industrial hub. This facility will support growth oriented and sustainability focused enterprises by providing scalable, digitally enabled industrial space.
LCCC is inviting Expressions of Interest (EoI) from landowners, property owners, developers and investors who have suitable land or buildings within the council area.
Purpose of this call for Expressions of Interest
This EoI process aims to:
identify land and/or buildings that might be suitable for development
assess market interest, capability and capacity
inform feasibility studies and business case development
accelerate project readiness, subject to approvals and funding
This EoI is not a procurement process and does not commit the council to purchase or develop any site.
Project overview
The proposed industrial hub will be delivered on a phased basis and is expected to include:
site identification and feasibility assessment
options appraisal and outline business case development
design development, planning and statutory approvals
potential acquisition, new build or refurbishment of premises

Specification of requirements
To be considered, proposed land or property must:
be located within the Lisburn & Castlereagh City Council area
be owned or legally controlled by the applicant
be free from restrictive covenants that would prevent development
have existing or deliverable access to utilities, broadband and road infrastructure
be a site suitable for development of industrial units
In addition, interested parties must demonstrate willingness to engage collaboratively with LCCC and partners.
Sustainability-focused proposals are encouraged. Market value will be paid in line with council policy. Responsibility for planning and statutory approvals rests with the developer.

Assessment is based on pass/fail against the specification of requirements.

Fully demonstrates compliance
Fail
Does not demonstrate compliance
A shortlist will be compiled. The council may then proceed to a formal procurement process.
